Grama Jyothi to Boost Rural Development
HYDERABAD: The State government will launch a new programme Grama Jyothi on August 15 aiming to ensure comprehensive and equitable development for rural areas across the State.
Depending on the population, each village would receive Rs 2 crore to Rs 5 crore for developmental needs during the next five years. Under the programme, villages themselves will be made responsible to chalk out their development strategy. In all, the government has decided to spend Rs 25,000 crore during the next five years on the same.
Chief minister K Chandrasekhar Rao, who held discussions here on Sunday, constituted a cabinet sub-committee headed by Panchayat Raj minister KT Rama Rao to work out the modalities for the scheme.
Ministers Eatela Rajendar (Finance), Pocharam Srinivas Reddy (Agriculture), Tummala Nageswara Rao (Roads and Buildings), Harish Rao (Irrigation) and Jogu Ramanna (Forest and Enivornment) are members of the committee. The committee has been asked to submit a report within a week.“The aim of the programme is to make gram panchayats active partners in the developmental process and thereby strengthen Panchayat Raj system,” the chief minister said.
The CM will hold further discussions with district collectors, State Planning Board deputy chairman Niranjan Reddy, Panchayat Raj minister KT Rama Rao and others on July 30 at MCR HRD institute.
Rao added that the implementation of ‘Mana Ooru- Mana Pranalika’ had provided a good foundation for the new programme. The developmental needs of all villages would be met without any discrimination, he added.

TS to launch ‘Grama Jyothi’ for all-round development of villages
Chief Minister K. Chandrasekhar Rao has decided to launch “Grama Jyothi” programme from the coming Independence Day for integrated and comprehensive development of rural areas by spending about Rs. 25,000-crore in villages in the next five years.
The Chief Minister took the decision at a review meeting held here on Sunday on the formulation of schemes for development of villages. Ministers K.T. Rama Rao, T. Harish Rao, Principal Secretary (Panchayat Raj) J. Raymond Peter, Additional Secretary in Chief Minister's Office Smita Sabharwal, district Collector of Ranga Reddy M. Raghunandan Rao, Engineer-in-chief B. Surender Reddy attended the meeting.
Explaining his ideas, the Chief Minister stated that it was being planned to spend Rs.2-crore to Rs.6-crore on the development of every village over the next five years.
The objective of the programme was to strengthen the panchayat raj system, making gram panchayats active participants in development schemes and preparation of plans at village-level on their own, he noted.
The Chief Minister has also set up a Cabinet sub-committee headed Mr. Rama Rao with Ministers Etela Rajender (Finance), Tummala Nageswara Rao (Roads & Buildings), Pocharam Srinivas Reddy (Agriculture), T. Harish Rao (Irrigation) and Jogu Ramanna (Forest) as its members to prepare modalities of Grama Jyothi programme.
He asked the sub-committee to give its report in a week’s time.
Another meeting would be held on the programme with Vice-Chairman of State Planning Board S. Niranjan Reddy, Rural Development Minister and officials, district Collectors and Joint Collectors at Marri Channa Reddy Institute of Human Resources Development.
‘Mana Vooru, Mana Pranalika’ already being implemented by the government will make Grama Jyothi work easy, the Chief Minister felt.
The State government would sanction works based on the requirement of villages, Mr. Chandrasekhar Rao said.
The government is planning to meet the needs of every village in the State as part of the programme, Mr. Rao added.

GRAAMA JYOTHI SCHEME FOR VILLAGE DEVELOPMENT BY TELANGANA GOVERNMENT
గ్రామీణ ప్రాంతాల సమగ్ర, సమీకృత అభివృద్ధి కోసం ఈ ఏడాది స్వాతంత్ర్య దినోత్సవం నుంచి "గ్రామ జ్యోతి" అనే కార్యక్రమం ప్రారంభించాలని ముఖ్యమంత్రి శ్రీ కె. చంద్రశేఖర్ రావు నిర్ణయించారు. గ్రామ జ్యోతి కార్యక్రమం ద్వారా గ్రామీణ ప్రాంతాల్లో వచ్చే ఐదేళ్లలో రూ. 25 వేల కోట్లు ఖర్చు చేయనున్నట్లు సిఎం వెల్లడించారు. జనాభాను బట్టి అన్ని గ్రామాలకు రెండు నుంచి ఆరు కోట్ల రూపాయల వరకు అభివృద్ధి కోసం ప్రభుత్వం నుంచి నిధులు అందివ్వాలని ముఖ్యమంత్రి కేసిఆర్ నిర్ణయించారు. పంచాయతీ రాజ్ వ్యవస్థను బలోపేతం చేయడం, గ్రామ పంచాయతీలను క్రీయాశీలం చేయడం, గ్రామీణ స్థాయిలో ఎవరికి వారే తమ ప్రణాళికలు తయారు చేసుకుని అభివృద్ధి చేసుకోవడం 'గ్రామ జ్యోతి' లక్ష్యమని సిఎం కేసిఆర్ చెప్పారు.
గ్రామ జ్యోతి కార్యక్రమం విధి విధానాలను రూపొందించడానికి పంచాయతీరాజ్ శాఖ మంత్రి శ్రీ కే.టి.రామారావు నేతృత్వంలో కేబినెట్ సబ్ కమిటీని కూడా సిఎం నియమించారు. ఆర్థిక శాఖ మంత్రి శ్రీ ఈటెల రాజేందర్, ఆర్ అండ్ బి శాఖ మంత్రి శ్రీ తుమ్మల నాగేశ్వర్ రావు, వ్యవసాయ శాఖ మంత్రి శ్రీ పోచారం శ్రీనివాసరెడ్డి, నీటి పారుదల శాఖ మంత్రి శ్రీ హరీష్ రావు, అటవీ శాఖ మంత్రి శ్రీ జోగు రామన్న సభ్యులుగా ఉంటారు. గ్రామీణాభివృద్ది కోసం చేపట్టాల్సిన కార్యక్రమం రూపకల్పనపై క్యాంపు కార్యాలయంలో ఆదివారం ముఖ్యమంత్రి సమీక్ష జరిపారు. మంత్రులు కే. టి. రామారావు, టి. హరీష్ రావు, పంచాయతీరాజ్ శాఖ కార్యదర్శి రేమాండ్ పీటర్, సిఎంఒ అదనపు కార్యదర్శి స్మితా సబర్వాల్, రంగారెడ్డి కలెక్టర్ రఘనందన్ రావు, ఆర్.డబ్ల్యూ.ఎస్. ఇ.ఎన్.సి సురెందర్ రెడ్డి పాల్గొన్నారు.
ఏ గ్రామానికి ఏ రకమైన పనులు కావాలో ఆయా గ్రామ పంచాయతీ ఆధ్వర్యంలోనే ప్రణాళికలు సిద్ధం చేస్తే, వాటికి ప్రభుత్వం నిధులు మంజూరు చేస్తుంది. అన్ని గ్రామాల్లో స్థానిక అవసరాలు, ఆవశ్యకతలను బట్టి అభివృద్ధి కార్యక్రమాలు నిర్వహించడమే గ్రామ జ్యోతి లక్ష్యమని సిఎం చెప్పారు. కేబినెట్ సబ్ కమిటీ వారం రోజుల్లోనే ప్రభుత్వానికి నివేదిక ఇవ్వాలని, ఈ నెల 30న పంచాయతీరాజ్ శాఖ మంత్రి కే. టి. రామారావు, ప్రణాళికా సంఘం ఉపాధ్యక్షుడు శ్రీ నిరంజన్ రెడ్డి, పంచాయతీరాజ్ శాఖ కార్యదర్శి, ప్రణాళిక శాఖ కార్యదర్శి, రూరల్ డెవలప్ మెంట్ కమిషనర్, జిల్లా కలెక్టర్లు, జాయింట్ కలెక్టర్లతో తానే ఎంసిహెచ్ఆర్డిలో సమావేశం నిర్వహిస్తానని సిఎం చెప్పారు.
రాష్ట్ర స్థాయిలో ప్రణాళికలు తయారై, క్షేత్ర స్థాయిలో వాటిని అమలు చేయడం కాకుండా, ఎవరి అవసరాలకు తగినట్లు వారే ప్రణాళికలు తయారు చేసుకుని, గ్రామీణ ప్రాంతాల అభివృద్దికి వారే బాటలు వేసుకోవడం ఉత్తమమైన మార్గమని సిఎం అభిప్రాయపడ్డారు. ఇప్పటికే తెలంగాణలో "మన ఊరు - మన ప్రణాళిక" కార్యక్రమం నిర్వహించడం వల్ల 'గ్రామ జ్యోతి'కి ఒక మంచి భూమిక ఏర్పడిందన్నారు. ఫలానా గ్రామం ప్రత్యేకం అని కాకుండా తెలంగాణ రాష్ట్రంలోని ప్రతీ గ్రామం అవసరాలు తీర్చాలనేది ప్రభుత్వ సంకల్పమని, ఇందుకోసం దాదాపు రూ. 25 వేల కోట్లు ఖర్చు అవుతాయని అంచనా వేసినట్లు వెల్లడించారు. కేబినెట్ సబ్ కమిటీ నివేదిక ఇచ్చిన తర్వాత గ్రామ జ్యోతి విధి విధానాలు ఖరారు చేస్తామని సిఎం చెప్పారు.
